Dear Senator Bradford,

As both a Hawthorne resident and City Councilmember, I am writing you to express my strong support for SB1410, your COVID-19 Emergency Rental Assistance Program legislation that will bring relief to both California renters and landlords, especially those in Hawthorne, who are struggling during the COVID-19 pandemic.

Your bill will keep people housed by providing immediate relief to renters by ensuring they are not evicted due to COVID-19 while also protecting landlords who operate in good faith and otherwise face foreclosure. It protects our neighbors and small business owners—landlords who are vital to the local economy and our recovery.

As you may be aware, 74.3% of Hawthorne residents are renters which is higher than the national average. We cannot abandon California’s most vulnerable who are already suffering and may become homeless through no fault of their own. Not only will it have an injurious effect on families, children, seniors, and veterans, it will devastate California’s economy far worse than the shutdown. As public servants, our constituents need and expect our help, and that is exactly what you have done with SB1410.

What I appreciate about SB 1410 is that it encourages renters and landlords to work together and enter into an agreement for rent forgiveness in exchange for tax credits equal in value from the State. However, as you put it during my June 11th Town Hall event, this is not a “free ride,” but rather a way to protect both renters and landlords affected by COVID-19’s economic damage.

SB1410 will allow renters up to 10 years to pay back the State in annual installments, interest-free, beginning in 2024 and the installments may be forgiven or reduced, based on the tenant’s median state income.

I commend you and Senator Anna Caballero, your co-lead author of SB1410 and co-authors Senate President Pro Tem Toni Atkins and Senate Majority Leader Bob Hertzberg for their leadership and compassion.

Rest assured you can count on me and the residents of Hawthorne to support you and SB 1410.
