About SB1410 the COVID-19 Emergency Rental Assistance Program legislation

I support the SB1410 bill.

The prolonged pandemic is causing delays in reopening and extended layoffs for residents just at the time that most eviction moratoriums are ending, including Hawthorne’s. I am proposing an extension to our eviction moratorium, but it will not ease the pending crisis—how can residents payback months of past due rent that may add up to several thousands of dollars when they haven’t been able to work. In addition, how can landlords survive if past rent is never paid and massive vacancies cause more financial harm.

This pending eviction crisis goes beyond Hawthorne’s ability to respond. That’s why I am supporting Senator Steve Bradford’s legislation that will provide both rent relief and help for landlords. His bill, SB1410, the COVID-19 Emergency Rental Assistance Program encourages renters and landlords to work together and enter into an agreement for rent forgiveness in exchange for tax credits equal in value from the State.

SB1410 will allow renters up to 10 years to pay back the State in annual installments, interest-free, beginning in 2024 and the installments may be forgiven or reduced, based on the tenant’s median income. I am asking the Hawthorne City Council to join me in supporting SB1410, but I need you to let your representatives know that you support SB1410 by filing out the form below and a support email will be sent to your representatives.

Dear Senator Bradford and the Hawthorne City Council,

I join with Hawthorne City Councilmember Haidar Awad in support of SB1410, the COVID-19 Emergency Rental Assistance Program that is progressing through the California Legislature.

Hawthorne residents and all Californians need this legislation to bring financial rent relief and prevent massive evictions due to economic hardships caused by the coronavirus pandemic shutdown.

I commend you, Senator Bradford, for this landmark legislation, and I ask that the entire Hawthorne City Council vote on Councilmember Awad’s resolution supporting SB1410.
